This letter book contains copies of letters and telegrams documenting the actions of the Board of Commissioners of the Relief Fund. This three-member board was authorized by General Assembly Resolution Number 19, passed February 18, 1884, and appointed by Governor J. Procter Knott and State Auditor Fayette Hewitt. Its purpose was to oversee distribution of funds for relief of victims of the disastrous Ohio River flood of February 1884.

The First Kentucky Brigade was part of the Confederate Army. it became known as the Orphan Brigade after Union troops captured Fort Donelson (1862), leaving the brigade cut off from it's home state for the duration of the war.
